Kittitas County, WA <br />$ 17A.0s.010 CRITICALAREAS $ 17A.0s.040 <br />CHAPTER 174.05 <br />FREQUENTLY FLOODED AREAS <br />$ 17A.05.010. Purpose and intent. <br />It is the purpose of this chapter to reduce the risk to life, property damage, and public facilities that result <br />from floods; mitigate flood hazards that may be exasperated by climate change; and to protect fish and <br />wildlife habitat conservation areas that occur wholly or partially within frequently flooded areas. <br />(Ord.202l-016,2021) <br />S 17A.05.020. Classification, designation, and mapping. <br />l. Mapped areas. All lands classified as floodway or special flood hazard areas in the Federal Emergency <br />Management Agency report titled "The Flood Insurance Study for the County of Kittitas County" <br />dated November 5, 1980, as now or hereafter amended, with accompanying Flood Insurance Rates and <br />Boundary Maps, are designated as frequently flooded areas. The study and maps are on file at Kittitas <br />County. <br />2. Other areas. The Flood Insurance Study maps may not show all potential flood hazard areas. Kittitas <br />County may designate unmapped frequently flooded areas. Such designations may be appealed <br />pursuantto KCC $ 14.08.160. The Director's designation of an unmapped frequently flooded area <br />shall be based upon the following criteria: <br />a. Documented history of flooding; <br />b. Presence of alluvial fanhazards andlor channel migration zones; <br />c. Evidence ofstream channel instability and susceptibility to erosion, and/or <br />d. High groundwater flood hazards Ord.2021-016,2021; <br />$ 17A.05.030. Protection standards. <br />1. Avoidance. All new development shall be located outside of frequently flooded areas, if at all possible <br />and will follow the standard mitigation sequencing process, as defined in KCC $ 17A.01.100. <br />2. Floodplain storage. New uses or developments shall not reduce the effective flood storage volume, <br />alter the direction of flood flows, or concentrate flood flows within a frequently flooded area. If <br />proposed grading, fill, or other alteration or development would reduce effective flood storage <br />volume, then flood storage mitigation per KCC $ 174.05.050 is required. <br />(Ord.2021-016,2021) <br />S 17A.05.040. Reporting. <br />The Director's approval of a new use or development within a frequently flooded area shall be contingent <br />upon reporting that meets the requirements of KCC $ 14.08.110 through KCC $ 14.08.130, the general <br />critical areas report requirements of KCC $ 17A.05.040, and the following: <br />l. The nature, location, dimensions, and elevations of the project propeffy; <br />2.
