Expected Annual Loss for Kittitas County (FEMA National Risk lndex) <br />An EAL score and rating is calculated independently for each consequence type (i.e., buildings, <br />population, and agriculture) for each county and Census Tract. The population EAL is measured in <br />fatalities and injuries while the building and agriculture values are measured in dollars. However, for <br />consistency in the unit of measurement, the population EAL was monetized into population equivalence <br />using a value of statistical life (VSL) approach where each fatality or 10 injuries is treated as $1 1 .6 Million <br />of economic loss. <br />4.4.2. Social Vulnerability <br />Social vulnerability, the consequence enhancing risk component of the NRl, measures the susceptibility <br />of social groups to the adverse impacts of natural hazards, including disproportionate death, injury, loss, <br />or disruption of livelihood. The Social Vulnerability score and rating represent the relative level of a <br />community's social vulnerability compared to all other communities at the same level. A higher Social <br />Vulnerability score results in a higher Risk lndex score.-s1 <br />Table 4-19 illustrates the SocialVulnerability rating and score for Kittitas County. <br />Table 4-19. Community Resilience <br />Community resilience, the consequence reduction risk component, measures the ability of a community <br />to prepare for anticipated natural hazards, adapt to changing conditions, and withstand and recover <br />rapidly from disruptions. The Community Resilience score and rating represent the relative level of a <br />community's resilience compared to all other communities at the same level.
