2025 Hazard Mitigation Plan <br />Kittitas County, Washington ffitffi5d <br />4.3.2.2, CatastrophicFactor <br />The probability that ahazard could be catastrophic. Catastrophes are defined as significant incidents that <br />cause sudden and great harm or destruction. Table 4-5 outlines the catastrophic factors used in the risk <br />assessment calculations for this Plan. <br />Table 4-5. Catastrophic Factor <br />Each category was assigned a weighting factor to reflect its significance, consistent with this typically <br />used for measuring the benefits of hazard mitigation actions - a weighting factor of three (3) was assigned <br />for ExtenUlntensity and its potential for Catastrophe. <br />4.3.3. Vulnerability Factors <br />Vulnerabilities were assessed in three (3) categories - population exposure, property exposure, and <br />exposure based on changes in development. Numericalvulnerability factors were assigned as follows. <br />4.3.3.1. Population Exposure Factor <br />Population exposure values were assigned based on the percentage of the total population exposed to <br />the hazard event. Table 4-6 outlines the population exposure factors used in the risk assessment <br />calculation of this Plan. <br />Table 4-6. Population Exposure Factor <br />4.3.3.2. Property Exposure Factor <br />Property exposure values were assigned based on the percentage of the total property value exposed to <br />the hazard event.
