2025 Hazard Mitigation Plan <br />Kittitas Gounty, Washington <br />o Provides the following services - permit review, GlS, inspections, and engineering capability. <br />. The County educates private owners and other stakeholders about the importance of flood <br />insurance through public outreach events, workshops, and/or seminars. <br />. The County conducts site visits and informs private owners about potential retrofit options. <br />. The County participates in the CRS, a voluntary, incentive-based program that encourages <br />floodplain management practices that exceed NFIP minimum standards. <br />. The County provides flood map information for all properties within the County. <br />. Enforces localfloodplain regulations and monitors compliance in Unincorporated County. <br />o Floodplain management regulations meet or exceed FEMA or State minimum requirements. <br />NFIP participation activities for each plan participant can be found in their respective annex. <br />3.11.2.1. Substantial Damage <br />Substantial damage means damage of any origin sustained by a structure by which the cost of restoring <br />the structure to its before damaged condition would equal or exceed 50% of the market value of the <br />structure before the damage occurred. (County Code Title 14, Chapter 14.08 - Flood Damage <br />Prevention) <br />3.11.2.2, Substantial lmprovement <br />Substantial improvemenf means any reconstruction, rehabilitation, addition or improvement of a <br />structure, the cost of which equals or exceeds 50% of the market value of the structure before the "start <br />of construction" of the improvement. This term includes structures which have incurred substantial <br />damage, regardless of the actual repair work performed. However, the term does not include: <br />. Any project for improvement of a structure to correct existing violations of state or local health, <br />sanitary, or safety code specifications which have been identified by the local code enforcement <br />official, and which are the minimum necessary to assure safe living conditions. <br />. Any alteration of a historic structure provided that the alteration will not preclude the structure's <br />continued designation as a "historic structure." (County Code Title 14, Chapter 14.08 - Flood <br />Damage Prevention) <br />3.11.2.3. /ssues <br />The Core Planning Team identified flood related issues relevant to Kittitas County. <br />The extent of flood protection provided by flood control facilities (e.9., dams, dikes and levees) is <br />not known due to the lack of an established national policy on flood protection standards. <br />The risk associated with the flood hazard overlaps the risk associated with other hazards (e.9., <br />earthquake and landslide losses). This provides an opportunity to seek mitigation alternatives with <br />multiple objectives that can reduce the risk for multiple hazards. <br />There is no consistency of land use practices within the planning area or the scope of regulatory <br />floodplain management beyond the minimum requirements of the NFIP. <br />Climate change could alter flood conditions throughout Kittitas County. <br />a <br />a <br />a <br />Chapter 3: Community Profile 51
