2025 Hazard Mitigation Plan <br />Kittitas Gounty, Washington <br />The report provides a general assessment of the recovery capacity of the state's major systems and <br />infrastructure, including estimates of the time it is likely to take for each component to recover following a <br />serious earthquake, a target timeframe for each component recovery, and the top 10 recommendations for <br />tm statewide resilience. <br />Washington State Department of Natural Resources <br />The Countywide Planning Policies are to be used solely to establish a framework from which the comprehensive <br />plans of the County and cities within the county are developed and adopted, pursuant to the Revised Code of <br />Washington (RCW) 36.704, The Growth Management Act. These policies are adopted to ensure consistency <br />of the Cou and the cities throu hout the Stateand coordination amo the com rehensive <br />Kittitas County Conference of Governments <br />The Comprehensive Plan affects all unincorporated lands of Kittitas County, and it is intended to conserve lands <br />by protecting them from conflicting land uses, providing sufficient services and ensuring adequate facilities. This <br />Plan is adopted by the County in compliance with the Washington State Growth Management Act, RCW 36.70A <br />and under authority of the Planning Commission Act, RCW 35.63. The goals and objectives outlined in the <br />Comprehensive Plan for land use and development, conservation, housing and infrastructure, and economic <br />n lannient were considered in the hazard <br />Kittitas County Community Development Services <br />The Comprehensive Emergency Management Plan (CEMP) supports the government in its responsibility to <br />preserve lives, protect property and the environment, and ensure public health in times of natural, human-caused, <br />and technological disasters. Through the implementation of the CEMP, the resources and capabilities of the <br />public, private, and nonprofit sectors can be more efficiently utilized to minimize the loss of life and property and <br />to rotect the environmental and economic health of the Co <br />Kittitas County Emergency Management Department of the Kittitas County Sheriff's <br />Office <br />The Washington State Shoreline Management Act (RCW 90.58) and its associated rules (WAC 173-26) require <br />local governments to adopt shoreline master programs (SMPs) with policies and regulations that apply to <br />development near shorelines. <br />The Shoreline Master Program Plan outlines goals for conservation, use, and development of shoreline areas. <br />ln Kittitas County, shoreline jurisdiction includes all shorelines of the State, upland areas within 200 feet of the <br />ordinary high water mark of those waters, associated wetlands and river deltas, and floodways and contiguous <br />floodplain areas landward 200 feet from such floodways. These regulations have particular implications for the <br />floodin section of the Risk Assessment section of this Hazard M on Plan <br />Kittitas County Community Development Services <br />The County Wildfire Protection Plan (CWPP) identifies wildfire response capability, educates homeowners to <br />reduce the ignitability of structures, and evaluates critical infrastructure throughout the County. The CWPP <br />identifies prioritized areas for hazardous fuel reduction treatments on Federal, State, and private land, and builds <br />on existing efforts to restore healthy forest conditions within the County.
