2025 Hazard Mitigation Plan <br />Kittitas Gounty, Washington <br />The Risk lndex score is based on the following components - SocialVulnerability, Community Resilience, <br />and Estimate Annual Loss (based on Exposure, Annualized Frequency, and Historic Loss Ratio (HLR) <br />factors, for a total of five (5) risk factors).3 <br />Mitigation goals were updated to encourage greater participation and engagement from underserved <br />populations and groups and aligns with the Kittitas County Public Health Department Strategic Plan and <br />Community Health Assessment. During Stakeholder Workshops, in which new and ongoing mitigation <br />strategies were discussed, jurisdictional representatives were encouraged to consider how the mitigation <br />actions directly and/or indirectly resulted in equitable outcomes. <br />During this Plan update process, a comprehensive community preparedness questionnaire was <br />developed and disseminated. The questionnaire was developed with a specific focus to better understand <br />the challenges and concerns related to access and functional needs, access to information, ability to <br />recover, and services needed, especially for those who may be underserved or lack access to key <br />resources. The survey was available in English and Spanish. Additionally, Spanish translation assistance <br />was provided during all Public Meetings that were held, which is a key demographic in Kittitas County. <br />The County and participating jurisdictions have a responsibility to ensure equitable outcomes in the <br />implementation of this Plan and to ensure that action is taken to reduce vulnerabilities to disasters <br />experienced disproportionately by marginalized populations. <br />When conducting community engagement related to implementation of or update to this Plan, Kittitas <br />County will ensure that the whole community has an opportunity to participate in the process and <br />discussion. FEMA defines the whole community as the groups and organizations that should share the <br />responsibility for emergency preparedness and mitigation, to include:i <br />r lndividuals <br />.
