2025 Hazard Mitigation Plan <br />Kittitas County, Washington <br />in the event of a disaster. The County's mitigation action list can be found in Appendix A. A list of <br />mitigation actions for each plan participant can be found in their respective annexes. <br />Task 5: Gomplete the Plan <br />The Core Planning Team compiled all the relevant sections of the Plan to produce a draft Plan for review. <br />Kittitas County stakeholders, which include members of the public, had multiple opportunities to review <br />and revise the Plan before submitting it to the Washington State Emergency Management Division and <br />FEMA for review. <br />Task 6: Plan Adoption <br />Kittitas County Public Works coordinated the effort to ensure the Approvable Pending Adoption (APA) <br />was formally adopted by each participating jurisdiction (i.e., city, town, and special district) and that at <br />least one (1) jurisdiction adopted the Plan within one (1) year of the APA notification from FEMA. <br />2.1. REVIEW OF EXISTING PROGRAMS AND PLANS <br />Since a Hazard Mitigation Plan is only a part of the emergency planning, mitigation, preparedness, <br />response, and recover process, a second objective of the planning process was to coordinate Plan <br />preparation with existing Kittitas County emergency plans, programs, procedures, and organizations. The <br />following programs can impact mitigation within the planning area: <br />o Washington State Fire Code <br />o Washington Wildland Urban lnterface Code <br />. Washington State Building Code <br />c 2023 Washington State Enhanced Hazard Mitigation Plan <br />o 2021 Kittitas County Comprehensive Plan <br />. 2018 Kittitas County Community Wildfire Protection Plan, with 2022 Amendment <br />r Kittitas County Comprehensive Flood Hazard Management Plan <br />o Kittitas Shoreline Master Program <br />. Local Capital lmprovement Programs <br />. Local Emergency Operations Plans <br />. LocalZoningOrdinances <br />o Region 7 Healthcare Alliance Wildfire Smoke Response Plan <br />An assessment for each jurisdiction's capabilities that can contribute to the reduction of long-term <br />vulnerabilities to hazards are addressed in their respective annexes. lt should be noted that this Plan <br />does not replace any existing plans or programs but is intended to provide a reference on hazard <br />mitigation to be used in planning and program development. <br />2.2, EQUITY CONSIDERATION FOR UNDERSERVED POPULATION <br />Some disasters occur on larger scales and are more impacted by built environments and are most likely <br />to continually impact those most at risk because of existing health conditions, lack of resources, being <br />underserved by past mitigation planning work, facing historical disinvestment in their communities, or <br />Chapter 2: Planning Process 13
