2025 Hazard Mitigation Plan <br />Kittitas County, Washington ffi/L-.*--d\L$rill{3<our I <br />EXECUTIVE SUMMARY <br />Hazard mitigation is the use of long-term and short-term policies, programs, projects, and other activities <br />to alleviate the death, injury, and property damage that can result from a disaster. Kittitas County and a <br />coalition of 15 plan participants prepared and updated the 2025 Kittitas County Hazard Mitigation Plan in <br />order to identify the risks posed by hazards and find ways to reduce their impacts. The Plan identifies <br />potential hazards that could negatively impact County operations and assesses the risk and vulnerability <br />of life safety and County assets for each hazard. Furthermore, this Plan establishes strategies and <br />priorities to mitigate risk from natural and human-caused/technological hazards, identifies specific <br />mitigation projects to pursue for each identified hazard, guides the County in associated risk management <br />activities, and establishes eligibility forfuture mitigation program funds. The development of this Plan was <br />a collaborative effort among the Kittitas County Core Planning Team and Steering Committee with <br />support from lntegrated Solutions Consulting (lSC). <br />Kittitas County is located in central Washington State on the eastern slopes of the Cascade Mountains, <br />between the Cascade Crest and the Columbia River in the Columbia River basin. ln 2023, the County <br />had an estimated population of 47,300. ln terms of area, Kittitas County is the eighth largest County in <br />the State, covering approximately 2,297 square miles. The surrounding counties are Chelan and Douglas <br />to the north, King to the west, Yakima to the south, and Grant to the east. Kittitas County contains five <br />(5) municipalities; more than half of the County's population lives in the incorporated areas. <br />The responsibility for hazard mitigation lies with many, including private property owners, business and <br />industry, and local, state, and the federal government. Through multi-jurisdictional partnerships, local <br />jurisdictions within an area that has uniform risk exposure can pool resources and eliminate redundant <br />planning activities. Kittitas County opened this planning effort to all municipalities and special districts <br />within the County. The list of participating jurisdictions that were part of the entire planning process and <br />are covered under this Plan is below. <br />The five (5) goals for this Plan, identified by the Kittitas County Steering Committee, are listed below. The <br />goals represent the County's long term and strategic vision to accomplish and achieve successful <br />mitigation efforts.
