ROSLYN RIDGE WEST <br />F'INAL DEVELOPMENT PLAN <br />EXHIBIT N <br />PROJECT NARRATIVE <br />l.Introduction <br />This narrative describes the Roslyn Ridge West project, a Planned Unit Development (PUD) <br />proposed by Blue Jay Land Company, LLC. The project received preliminary approval from <br />Kittitas County via Ordinance 2025-002, adopting the Hearing Examiner's recommendation. <br />This narrative provides the required project description to support the final plat application for <br />the initial phases (LP-25-00001), addressing the request for additional information beyond the <br />initial application statement. <br />The project involves rezoning 24 parcels totaling 164.32 acres from Rural Recreation zoning to <br />PUD zoning. It is located northwest of Roslyn, WA, off State Route 903. The PUD aims to <br />create a residential community while preserving significant open space and recreational <br />opportunities, consistent with the goals outlined in KCC 17.36.010. <br />2. Site and Proposed Development <br />o Location & Size: The 164.32-acre site consists of 24 parcels located off SR 903, <br />approximately 3.6 miles northwest of the SR 903/Bullfrog Road intersection. The specific <br />parcel numbers are detailed in the Hearing Examiner's Decision and County Ordinance and <br />attached here to for reference. <br />o Zoning& Density: The property was rezoned from Rural Recreation (5-acre minimum lot <br />size) to PUD. The project proposes a total of 6l residential lots, achieved by utilizing a <br />Transfer of Development Rights (TDR) from 2l existing three-acre parcels (totaling 63 <br />acres) located in the northern portion of the property. These density rights, along with a <br />PUD bonus and density from other larger parcels within the PUD boundary, are transferred <br />to the development area, resulting in a total allowable density of 61 units distributed across <br />approximately 69.15 acres. Detailed density calculations are provided in Exhibit K. <br />o Housing & Lot Configuration: The 6l units will be developed primarily as single-family <br />residenceso with the potential for multi-family units (such as duplexes or condominiums up <br />to 24 units per building) particularly in Phase 3. Residential structures will range from a <br />minimum of 800 sq ft to a maximum of 4,000 sq ft. Setbacks are defined as 7.5 feet for side <br />yards, 20 feet for front yards from property line or l0' from road easement line, and 15 feet <br />for rear yards. Each parcel may also include affached/detached garages or shops. <br />r Phasing: Development is planned over multiple phases spanning up to 20 years. Phase I <br />includes Lots H, J, and K; Phase 2 includes Lots l-9; Phase 3 encompasses 24 parcels in the <br />southern portion which may be reconfigured. This final plat application (LP-25-00001) <br />covers the initial phases. This Final Development only addresses Phases I -3 as allowed by <br />Kittitas County Planning Staff.
