11.4. 1 1.3.1 .1 . Roslyn Ridge west and the surrounding area have a history of consistent togging and strip mining for over 1OO years. MininS within the lsnd surrounding Ronatd started in the 1880s. Patrick's Mine, a mine locatod to the east of the eastern Rostyn Ridge propertyr tine, opened in 1902. This was around the time that strip mining began in the genemt area. There were a number of smatler, individuat mines, bui underground and surface, alt miningfol coal, within the Roslyn Ridge and Roslyn Ridge properties. Since then, continuous cyctes of togging and strip mining have disturbed the tand, leaving no room for preservation. As can be seen in the l9S4 aeriat photo included within the apptication, the entire property, €speciall.y the nonheast quadrant, contains sparsety forested afeas and scarring due to the continuat logging and mining. Tho2024 aerial photo, in comparison with the previous image, shows a denseforest, which demonstrates the regrowth of ths natural area. There are no historic buildings or structurss 45 years in age or otder that are [ocated within the project area. As can be seen by these images' there has been so much disturbance of the tand through Gontinuat resource retrieval that there is a very stim tikelihood, if any, that there is stitt any historicatly significant site or object within this area. 1 1.3.1.2. We understand that identification during construction is not the recommended course of action bythe confederated Tribes of the cotvitte Reservation and the washington state Departmont of Archaeotogy and Historic Proservation but based on the history of the project site and general surrounding area as stated above, itwould be inaccurate to assume that there are stitl historicatty significant structures or items, based on the treatmont of the lsnd. Therefor if enything of cutturaI significance and/or human skeletat remains are found during constructlon, atl. development wilt immediatety stop. The appticant witt contact the Kittitas county sheriff and KITTCOM'S non- "mergency tine. The appticant wilt complete an lnadvertent Discovery Plan (/DP)to ensure compliance with section 106 and all relevant state and federat cutturat resource tews. DOH records show this system has 287 active connections and 411 approved connections - so the water system appears to have capacity to serve thls proposed devetopment. To confirm capacity, what is the proposed water usage oi demand forthis devetopment?
