Kittitas County,Washington <br /> Job Description <br /> POSITION TITLE: LAND USE AND RECREATION PLANNER <br /> ❑ Reviewed: M Modified: 4/4/2025 <br /> REPORTS TO: Planning Manager <br /> DEPARTMENT: COMMUNITY DEVELOPMENT SERVICES(CDS) <br /> JOB SUMMARY The Land Use&Recreation Planner engages in county-wide planning for its Parks, <br /> Recreation and Open Space lands,informs and updates the applicable <br /> management plans and portions of the county's Comprehensive Plan and leads <br /> Land use planning projects.Must maintain courteous and cooperative working <br /> relationships with administrative and other County personnel,public agencies, <br /> and the general public,and work under the guidance of LocaUState/Federal <br /> regulations and County code,policies,and procedures. <br /> SUPERVISORY DUTIES: None. <br /> CATEGORY: Full-Time OCCUPATION CODE: HR? <br /> UNION AFFILIATION: None HOURS/WEEK: 40 <br /> FLSA STATUS: Non-Exempt DRS ELIGIBILITY: PERS <br /> BACKGROUND CHECK LEVEL: Routine PROBATIONARY PERIOD: Twelve(12) <br /> Months <br /> ESSENTIAL FUNCTIONS: <br /> System-wide planning:Coordinates or leads the development or update of facility, recreation and open <br /> space management plans, land and resource management plans, and portions of Kittitas County's <br /> Comprehensive Plan, coordinating staff teams,contractors/consultants, and members of the public. <br /> Develop policies in support and in accordance with county practices and priorities,and plan <br /> commitments. Develops and leads inclusive community engagement opportunities. Make <br /> recommendations to support the advancement and integration of all facilities, recreation and open space <br /> policy including policy around ecosystem health and resilience,agriculture, responsible recreation, <br /> stewardship and enjoyment, community connections,education and inclusion,and financial <br /> sustainability. Presents recommendations to the Board of County Commissioners(BOCC)and other <br /> relevant boards and committees. Utilizes GIS to analyze and interpret data and create graphically effective <br /> maps and presentation graphics for planning and illustrative purposes. <br /> Area and site-planning: Coordinates and leads the development of area and site plans in conjunction with <br /> Public Works facility staff for specific geographic locations or regions comprising larger interagency efforts <br /> at the conceptual and/or schematic design level. Makes recommendations to integrate and help translate <br /> broader guidance into actionable implementation plans, integrated into coordinated workplans and the <br /> department's capital and operating budgets that inform department work planning. Develops and leads <br /> inclusive community engagement opportunities and presents and makes recommendations to the Board <br /> of County Commissioners(BOCC)and other relevant boards and committees. <br /> County-wide and regional planning:Serves as a liaison and departmental representative to outside <br /> consultants, local governments, regional government agencies and non-government organizations and <br /> serve as departmental project manager for local and regional planning initiatives and projects, including <br /> among other things regional trails and comprehensive planning.Assists with land use planning projects <br /> and serves a lead on more complex land use planning projects like planned unit developments and long <br /> plats.Works with developers to create recreation and open space opportunities and access on land use <br /> i <br />
