Kittitas County,WA <br /> § 12.03.030 § 12.03.030 <br /> iii. County rural local access. Rural local access roads typically provide access to <br /> individual homes, businesses, and similar traffic destinations. Through traffic is <br /> discouraged by appropriate geometric design and/or traffic control devices and <br /> these roads typically do not include on-street parking.Direct access to abutting land <br /> is encouraged, but urban local access roads may terminate in a cul-de-sac or other <br /> dead end turn-around configuration. See KC Standard Plan 3. For dead ends and <br /> turn-arounds, see KCC § 12.04.04.090 and KC Standard Plan 5-6. <br /> d. County primitive roads. Primitive roads are a specialized classification of road. They are <br /> defined as unpaved rural roads with an annualized average daily traffic (AADT) of less <br /> than 100. They are identified and included in the Kittitas County Road Log. Primitive <br /> roads are not adequate for further development without extending new improvements to <br /> an identified county arterial or county collector in accordance with the design and <br /> construction standards identified in these standards. Primitive County Roads are further <br /> defined by RCW 36.75.300. <br /> e. County unimproved rights-of-way. In various locations throughout the county there are <br /> portions of dedicated or deeded public road right-of-way that do not contain a roadway <br /> and have not been identified in the Kittitas County Road Log. These rights-of-way are <br /> public, but are unimproved. These rights-of-way should not be construed as adequate <br /> access for any type of land use application. They are not adequate for further <br /> development under any circumstances without extending new improvements to an <br /> identified county arterial or county collector in accordance with the design and <br /> construction standards identified in these standards. The county does not provide <br /> maintenance for unimproved county rights-of-way. <br /> 2. Private roads. A Private road is defined as any access serving five or more lots (including <br /> residential, commercial, industrial, or agricultural use), residences, or multi-family units that <br /> is privately owned and maintained. Private roads are classified as urban and rural just as the <br /> public county road system. They must meet the Kittitas County private road minimum design <br /> standards as identified in these standards. Benefited property owners are required to perform <br /> their own maintenance and repair work. Operation and maintenance agreements to provide <br /> for this work on both the road network and the stormwater system are required. Short plats <br /> proposed on properties to which the access is over private roads that do not meet the standards <br /> in this section shall be recommended for denial unless upgraded to the current standard. <br /> a. Private rural roads. Like rural county roads, private rural roads serve rural lots. They <br /> typically lack urban elements such as curb and gutter, sidewalks, and underground storm <br /> drainage systems,but may include other pedestrian and bicycle facilities. Storm drainage <br /> systems for rural roads typically utilize ditches and culverts.
