<br />Frequently Asked Questions Page 157 <br /> <br />• Flood Control Zone District (FCZD): Established by the Board of County Commissioners (BoCC) of Kittitas County in 2012, the FCZD <br />serves residents in both unincorporated areas and incorporated towns and cities by providing technical assistance and implementing flood- <br />reduction projects and programs. <br />• General Aviation (GA): General Aviation is defined by the International Civil Aviation Organization (ICAO) as "all civil aviation <br />operations other than scheduled air services and non-scheduled air transport operations for remuneration or hire". <br />• Heating, Ventilation, and Air Conditioning (HVAC): Refers to the different systems used for moving air between indoor and outdoor areas, <br />along with heating and cooling both residential and commercial buildings. <br />• Highway Safety Improvement Program (HSIP): A core Federal-aid program with the purpose to achieve a significant reduction in traffic <br />fatalities and serious injuries on all public roads, including non-State-owned roads and roads on tribal land. The HSIP requires a data- <br />driven, strategic approach to improving highway safety on all public roads with a focus on performance. <br />• HB1257: A bill passed by the Washington State legislature in 2019 which was subsequently signed into law by Governor Inslee. The law <br />mandates, starting in 2026, most existing commercial buildings (including schools and dormitories) in Washington State over 50,000 SF <br />will be required to meet certain Energy Use Index Targets (EUIT). Any building owner not in compliance by the target dates will incur a <br />penalty of $1/SF + a $5,000 fee per year. <br />• Information Technology (IT): The use of any computers, storage, networking and other physical devices, infrastructure and processes to <br />create, process, store, secure and exchange all forms of electronic data. <br />• Kittitas County Conservation District (KCCD): The Kittitas County Conservation District works with local landowners and land managers <br />(public and private) to conserve natural resources that are vital to the county economy and the county quality of life. KCCD focuses on <br />collaborative efforts to partner with landowners, public agencies, tribes and the general public to create and maintain resilient working <br />landscapes through voluntary incentive-based measures. <br />• Kittitas County Search and Rescue (KCSAR): An all-volunteer, non-profit organization, formed in 1991 at the request of the Kittitas <br />County Sheriff’s Office. Provides personnel for the Kittitas County Sheriff’s Office to conduct search, rescue, recovery, and evacuation <br />operations, primarily within Kittitas County. KCSAR does not act in any capacity except at the direction of the Sheriff’s Office. <br />• Kittitas Valley Healthcare (KVH): A public hospital network that provides healthcare to Kittitas County residents and surrounding areas.
