3. Target Users <br />Identify the primary users of this infrastructure (e.g., tourists, event attendees, <br />outdoor enthusiasts) <br />The Ellensburg community and Kittitas County residents will be the primary users of the <br />facility during the week. One purpose for building the fieldhouse is to replace the <br />Ellensburg Racquet & Recreation Center which burned in December 2022. Although the <br />fieldhouse and racquet center are two uniquely different facilities, the city and community <br />understand the demand for additional indoor recreation space. The City of Ellensburg's <br />youth and adult sports programs will be housed in the fieldhouse; this includes youth and <br />adult basketball, soccer, and volleyball. Club sports teams from throughout Kittitas <br />County will also be able to rent court time for practices, training, and games. Adults will <br />have access to the space for drop -in programs like open gym basketball and volleyball, <br />pickteball, and walking/running. <br />Much of the weekend use, especially in the winter, would be geared toward renting out the <br />facility for tournaments. Local basketball and volleyball tournament organizers have <br />shared aspirations with city staff to host a minimum of 25 tournaments in Ellensburg <br />annually using the fieldhouse courts with a minimum of 60 teams per tournament. Each <br />basketball teams averages 8-10 kids/families per team. If half the teams (30) each <br />tournament travel over 2 hours to play, this equates to at least 240 hotel rooms being <br />needed every tournament weekend. The planned fieldhouse facititywill enable these team <br />sports aspirations to become a reality. <br />III. Budget and Funding: Please provide a project budget which includes total cost and <br />breakdown of expense by phase and/or major category. <br />The city plans to enter into a public/private partnership through Chapter 35.42 RCW, to <br />construct and lease back a fieldhouse facility. Under this scenario, the city would: <br />• Publish a request for qualifications for the construction of the fieldhouse at Rotary <br />Park <br />• Select the builder and negotiate a ground lease and a building lease with terms for <br />the city to purchase the building in the future <br />• The builder assumes all risks during construction and will own the building <br />throughout the term of the lease <br />• The city would manage and operate the day-to-day operations of the building <br />Under this model, the city believes the total cost to construct and furnish the buildingwill <br />be approximately $15,000,000.00 <br />
