5 Agreement between the City of Cle Elum and Suncadia’s predecessor, provisions were included to support the creation of a community recreation center. Other community groups championed efforts in 2007 and 2013, but those projects ultimately fell short. Despite those setbacks, the need for a community recreation center—and strong public interest in it—has remained steady and compelling. In 2020, that vision began to take tangible shape when the UKC CRCA was formed. Since then, with the participation of more than 1,000 residents and visitors, the project has achieved a series of meaningful milestones: • 2020 – The Upper Kittitas County Community Recreation Center Alliance (UKC CRCA), a 501(c)(3) nonprofit, was established to lead a renewed effort toward creating a shared community recreation space. • 2021 – Suncadia transferred 12.2 acres of land to the City of Cle Elum, along with $2 million in funding and a promissory note for an additional $2 million due in 2028. • 2022 – A comprehensive Feasibility Study was completed. • 2023 – The Schematic Design phase was finalized, and a building permit application was submitted to the City of Cle Elum. • 2025 – The project received its SEPA determination, and detailed design and construction documents were completed. Throughout the design and planning process, the Project Committee has worked diligently to identify the most effective governance and financing structures for both construction and long- term operations. This has involved extensive collaboration with local and regional leaders, including the Cle Elum mayor, the Kittitas County Board of Commissioners, staff from the City of Ellensburg, and representatives from Legislative District 13. These efforts—grounded in community input and inter-agency cooperation—are nearing final resolution and will ensure the facility is built and operated in a way that reflects and serves the people of Upper Kittitas County. Project Scope The size and scope of the proposed facility have been carefully evaluated by the Project Committee through extensive collaboration with expert consultants and meaningful public input. The resulting design reflects a thoughtful balance of priorities: 1. addressing the most pressing needs of current residents and visitors, 2. accommodating anticipated population growth, and 3. ensuring financial sustainability for at least the next 30 years.
