Community Resilience for Kittitas County (FEMA National Risk Index) <br />Jurisdiction Rating Score <br />Kittitas County Relatively High 61.4 <br />Community Resilience is measured using the Baseline Resilience Indicators for Communities (HVRI BRIC) published by the Univer sity of <br />South Carolina's Hazards and Vulnerability Research Institute (HVRI). <br />4.5. TOTAL RISK SCORES <br />Table 4-21 represents the overall risk scores for Kittitas County, based on the Risk Assessment <br />Methodology defined at the beginning of this section. Following a data driven quantitative assessment, <br />reviewing, and ranking local knowledge from local subject matter experts, and developing other risk <br />elements by the Core Planning Team based on data collected. These elements were aggregated to <br />inform the analysis. The hazards are ranked from highest to lowest based on the Total Risk Score. <br />However, if the Risk Score is the same, then it is ranked by the Probability Factor. If the Probability Factor <br />is the same, then it is ranked by the sum of the Impact Factor. If the Impact Factor is the same, then it is <br />ranked by the sum of the Vulnerability Factor. <br /> <br />It is important to note that the sub hazards for severe weather (i.e., strong winds/damaging winds, <br />thunderstorms, cold wave/extreme cold, heat wave/extreme heat, hail, and tornado) and wildfire (i.e., <br />wildfire smoke) were individually ranked in the hazard risk ranking; however, wildfire and severe weather <br />are each considered as the main hazard throughout this Plan. <br />
