Administrative and Technical Capabilities <br />The administrative and technical capabilities include community (i.e., public and private) staff and their <br />skills and tools, which can be used for mitigation planning and implementation. This capability includes <br />engineers, planners, emergency managers, GIS analysts, building inspectors, grant writers, and <br />floodplain managers. Small communities may rely on other government entities, such as counties or <br />special districts, for resources. These capabilities may be used to support mitigation activities. Table 3- <br />19 lists administrative and technical capabilities.
