2025 Hazard Mitigation Plan
Kittitas County, Washington

Chapter 3: Community Profile 28
Figure 3-5. Kittitas County Zoning and Future Land Use

3.5. CHANGES IN DEVELOPMENT
Kittitas County addresses future growth challenges through the County’s Comprehensive Plan. The
Comprehensive Plan is adopted by the County in compliance with the Washington State Growth
Management Act (RCW 36.70A) and under authority of the Planning Commission Act (RCW 35.63). The
Plan is based on a framework of community goals and objectives which are adopted by the County with
the help of other subarea groups and citizens as a final expression of public policy.

The Comprehensive Plan includes eight (8) elements – land use, housing, capital facilities plan, utilities,
rural, transportation, economic, and park and recreation. Amendments to the RCW 36.70A Code in 2023
added a ninth mandatory element, Climate Change and Resiliency, which will be included in the next
iteration of the Kittitas County Comprehensive Plan. The most current Kittitas County Comprehensive
Plan can be accessed via the following link https://www.co.kittitas.wa.us/cds/comp-plan/default.aspx.

This Hazard Mitigation Plan will work together with these programs to support future comprehensive land
use by providing vital information on the risks associated with natural hazards in Kittitas County. All
municipal planning partners will seek to incorporate by referencing the Kittitas County Hazard Mitigation
Plan in their comprehensive plans. This will ensure that all future development trends can be established
with the benefits of the information on risk and vulnerability to the natural hazards identified in this Plan.
