2025 Hazard Mitigation Plan <br />Kittitas County, Washington <br /> <br /> <br />Chapter 5: Mitigation Strategy 217 <br />CHAPTER 5. MITIGATION STRATEGY <br />The heart of a Hazard Mitigation Plan is the Mitigation Strategy, which serves as the long-term blueprint <br />for reducing the potential losses identified in the Hazard Risk Assessment. The Mitigation Strategy <br />describes how the community will accomplish the overall purpose of the planning process. In this section, <br />mitigation goals and objectives were reevaluated and updated; and mitigation actions were updated, <br />identified, evaluated, and prioritized. <br />5.1. MITIGATION GOALS <br />In this section of the Plan, the Hazard Risk Assessment identified Kittitas County is prone to 11 hazards <br />(Table 4-1) – 10 natural and one (1) human-caused/technological. The Steering Committee and <br />community stakeholders understand that although hazards cannot be eliminated altogether, the many <br />communities within Kittitas County can work together toward building disaster-resilient communities. <br />Table 5-1 outlines a list of five (5) goals and 13 objectives. The goals represent the County’s long term <br />and strategic vision to accomplish and achieve successful mitigation efforts. The associated objectives, <br />which are aligned to each goal, are specific strategies and steps identified to assist the communities in <br />attaining the listed goals. <br />Table 5-1. Kittitas County Mitigation Goals and Objectives <br />Goal 1 <br />Protect life, property, and the environment. <br />Objectives <br />1.A Reduce natural hazard-related risks and vulnerability to populations, critical facilities, and infrastructure <br />within the planning area. <br />1.B Establish a partnership among all levels of government and the business community to improve and <br />implement methods to protect property. <br />1.C Encourage hazard mitigation measures that result in the least adverse effect on the natural <br />environment and that use natural processes. <br />1.D Identify and implement inclusive actions that reduce vulnerability for Kittitas County residents and <br />visitors. <br />Goal 2 <br />Continuously build and support local capacity to enable the public to mitigate, prepare for, respond to, and <br />recover from the impact of hazards and disasters. <br />Objectives <br />2.A Minimize the impacts of natural hazards on current and future land uses by encouraging use of <br />incentives for hazard mitigation (i.e., National Flood Insurance Program, Community Rating System). <br />2.B Prevent or discourage new development in hazardous areas or ensure that if building occurs in high- <br />risk areas it is done in such a way as to minimize risk.
