Vulnerability and Impacts
Life Safety and Health: Most deaths during a flood occur when vehicles are driven into hazardous
floodwater. Vehicles trying to drive through flooded areas or standing water can be swept away and
potentially drown. Additionally, a number of hazards can be hidden below floodwater which is why it is
imperative to avoid floodwater. Floodwater and standing water can make you vulnerable to infectious
diseases, chemical hazards, and injuries.160F
160

Property Damage and Critical Facilities: Floods pose a direct threat to private property and critical
infrastructure, especially those within the floodplain. Flooding can block or damage roads or railroads
which can isolate residents and can prevent access throughout the County, including for emergency
service providers needing to get to vulnerable populations or to make repairs. Bridges that are washed
out or blocked by floods or debris also can cause isolation. There are six (6) major roads within the
County that are within the 100-year floodplain; therefore, exposed to flooding – Interstate 82, Interstate
90 State Route 10, State Route 821, State Route 970, and US Route 97.
