2025 Hazard Mitigation Plan
Kittitas County, Washington

Chapter 4: Hazard Identification and Risk Assessment 131
Recurrence Interval
(years)
Probability of Occurrence
In any Given Year
Percent Chance of
Occurrence in Any Given Year
2 1 in 2 50

The FEMA NRI analyses flooding data as riverine flooding – when streams and rivers exceed the capacity
of their natural or constructed channels to accommodate water flow and water overflows the banks,
spilling out into adjacent low-lying, dry land.157F
157 The riverine flooding annualized frequency value
represents the average number of recorded riverine flooding hazard occurrences, in event days, per year
over the period of record (24 years). Table 4-69 outlines the annualized frequency for riverine flooding,
based on FEMA NRI data, for Kittitas County.
Table 4-69. Riverine Flooding Annualized Frequency (FEMA National Risk Index)
Location Events on Record
(1996 – 2019) Annualized Frequency
Kittitas County 17 0.7 events per year
Annualized frequency is defined as the expected frequency or probability of a hazard occurrence per year.
Repetitive Loss and Severe Repetitive Loss Properties
FEMA defines a Repetitive Loss property as an NFIP-insured property meeting at least one (1) of the
following paid loss criteria since 1978, regardless of any changes in ownership:

• Four (4) or more separate claims payments greater than $5,000 each (including building and
contents payment).
• Two (2) or more separate flood insurance claims payments (building payments only), where the
total of the payments is greater than the property’s current value.

Additionally, to receive a designation, at least two (2) of the claim payments must occur within 10 years
of one another.158F
158

A Severe Repetitive Loss property is defined by FEMA as any NFIP-insured single-family or multi-family
residential building meeting at least one (1) of the following paid loss criteria since 1978 or from building
constructed after 1978, regardless of any changes in ownership:

• That has incurred flood-related damage for which four (4) or more separate claims payments have
been made, with the amount of each claim (including building and contents payments) exceeding
$5,000, and with the cumulative amount of such claims payments exceeding $20,000.
• For which at least two (2) separate claims payments (building payments only) have been made
under such coverage, with the cumulative amount of such claims exceeding the market value of
the building.159F
159

157 Federal Emergency Management Agency.
