2025 Hazard Mitigation Plan <br />Kittitas County, Washington <br /> <br /> <br />Chapter 4: Hazard Identification and Risk Assessment 90 <br />Hazard <br />Category Direct Loss of Life Lifeline Losses Property Losses Environmental <br />Losses <br />High <br />Certain (one or more) <br />extensive residential, <br />commercial, or <br />industrial <br />development. <br />Disruption of essential <br />facilities and access. <br />Extensive public and <br />private facilities. <br />Extensive mitigation <br />cost or impossible to <br />mitigate. <br /> <br />The USACE Levee Safety Program key activities include levee inspections, risk assessments, and <br />sharing levee information.88F <br />88 To better inform stakeholders and residents of the residual risk within their <br />communities, USACE utilizes the Levee Safety Action Classification (LSAC) tool.89F <br />89 Table 4-36 outlines <br />the LSAC risk levels, actions, and risk characteristics for each level. The LSAC is not a levee rating or <br />grade, but a classification system designed to consider the following: <br /> <br />• Probability of the levee being loaded (hazard). <br />• Existing condition of the levee. <br />• The current and future maintenance of the levee (performance). <br />• The consequences if the levee were to fail or be overwhelmed. <br />For example, a levee that reduces risk for a dense population will have a different classification from an <br />equally constructed levee with a smaller population because the consequences associated with failure <br />are greater.90F <br />90 <br />Table 4-36. Increase frequency of levee <br />monitoring, communicate risk characteristics to the community <br />within an expedited timeframe; verify emergency plans and <br />flood inundation maps are current; ensure community is aware <br />of flood warning systems and evacuation procedures; and <br />recommend purchase of flood insurance. Support risk <br />reduction actions as very high priority. <br />Likelihood of inundation due to <br />breach and/or system component <br />malfunction in combination with <br />loss of life, economic, or <br />environmental consequences <br />result in very high risk. <br />High <br />(2) <br />Based on risk drivers, implement interim risk reduction <br />measures.
