3 | Page REQUEST FOR QUALIFICATION FOR ENGINEERING SERVICES FOR KITTITAS COUNTY SOLID WASTE The Kittitas Solid Waste Department is requesting Qualifications and Proposals from qualified consultants to provide Engineering service for the Ryegrass facility to maintain compliance with WAC 173-350, WAC 173-308 and provide on call services for the Solid Waste Departments other facilities as needed. The major components for the Scope of Work (described in detail under Section IV) are: 1. In consultation with Kittitas County Solid Waste Staff, develop and review the existing permits; applicable operating, environmental monitoring, closure and post closure planning, and financial assurance requirements per WAC 173-350-030(2)(a); and update the plans as necessary. All work must meet all requirements as set forth in: • Chapter 173-350 Washington Administrative Code (WAC), Solid Waste Handling Standards; and Chapter 173-308 WAC, Biosolids Management. I.
