Include existing <br />contract number or agreement number if amendment. <br />Interagency Agreements between Ecology and our Pollution Prevention Assistance (PPA) <br />partnership jurisdictions, located throughout the state. Our partners include cities, counties, and <br />local health jurisdictions. <br />PPA specialists provide free hands-on technical assistance to small quantity generators in their <br />jurisdictions and provide guidance to businesses, helping them stay in compliance with the <br />dangerous waste regulations and stormwater best management practices. PPA specialists visit <br />roughly 3,000 businesses each fiscal year. <br />Scope of contracted services <br />Work will be performed during the FY25-27 biennium <br />The CONTRACTOR, through the Pollution Prevention Assistance (PPA) program, will perform multimedia <br />source control site visits and pollution prevention activities for small quantity generators (SQGs) of <br />dangerous waste. SQGs are businesses, non -profits, schools, or organizations generating less than 220 <br />pounds of dangerous waste or 2.2 pounds of extremely hazardous waste per month. These visits and <br />activities aim to reduce or eliminate dangerous waste and pollutants at the source using best <br />management practices to prevent spills and discharges to air, water, and ground, particularly in industrial <br />wastewater and stormwater. <br />Justification for contracted services (why is this critically necessary?) <br />This work is contracted out to local specialists, because Ecology does not have the capacity to visit all SQGs <br />statewide. This partnership allows local representatives to engage with businesses within their own <br />communities, building trust and fostering long-term relationships. This localized approach not only <br />strengthens the program but also promotes positive interactions between businesses and our PPA <br />specialists. <br />Additionally, by contracting with specialists familiar with the local area, we ensure that visits are more <br />efficient and culturally sensitive, which can enhance compliance outcomes. Our specialists conduct <br />thousands of visits to businesses that may be mismanaging dangerous waste and stormwater, helping to <br />irlPntifii and mitirratP nntPntiA rickc to hi imin haaith and the Pnvirnnmont Thrni inh thncn Pffnrtc 1nia <br />Explanation of why alternatives to contracting are not available: <br />Given Ecology's staffing limitations for conducting these types of visits, this work would not occur without <br />contracting to local jurisdictions. The external PPA specialists are well -positioned to conduct multiple <br />visits to Washington businesses covering significantly more businesses that Ecology could visit. <br />Contracting allows for the identification of high -priority environmental issues that otherwise would not <br />come to Ecology's attention or be addressed.
