EXHIBIT E <br />To: Jamey Ayling, Planning Manager, Kittitas County <br />From: Pat Deneen, Representative, Blue Jay Land Company <br />Date: March 19, 2025 <br />Subject: Code Interpretation Verification Regarding Phased Submission of Roslyn Ridge West <br />PUD Final Development Plan <br />Dear Mr. Ayling, <br />I am writing to confirm our meeting held on March 6, 2025, which included Laura Hinkle and <br />Pat Deneen, representing Blue Jay Land Company, the owner and applicant for the Roslyn Ridge <br />West Planned Unit Development (PUD). The primary focus of our discussion was the timing and <br />process for preparing PUD final development plans to Kittitas County for approval. <br />During our meeting, we reviewed the provisions of Kittitas County Code Chapter 17.36, <br />specifically regarding the submission of final development plans in phases. It was mutually <br />agreed that, as per the preliminary approval of the Roslyn Ridge West PUD, final development <br />plans may indeed be submitted in phases. This approach aligns with the stipulations outlined in <br />Kittitas County Code 17.36.040, which allows for phased development submissions. <br />As we proceed, Blue Jay Land Company intends to prepare and present the Final Development <br />Plans in accordance with the approved phasing schedule.
