-- Planned Unit Development (PUD). It states that the density for PUDs is governed <br />by Kittitas County Code 17.36.025(2). The proposed PUD area consists of <br />164.32 acres, which includes 21 pre-existing three -acre parcels in the North <br />Section, accounting for 21 units of density. A portion of these 21 units will be <br />transferred to the South and Center South sections and, through the Transfer of <br />Development Rights, they will yield an additional two units per credit, resulting in <br />42 units available to transfer within the PUD. If these credits are not used within <br />the PUD, they may be transferred or sold to other lands, entities, or individuals as <br />allowed by the Kittitas County Code. Phases 1, 2, and 3 do not require the use of <br />any TDR's. <br />The density analysis also considers a 33.91-acre parcel with 6 units, a 21.10- <br />acre parcel with 4 units, and a 46.31-acre parcel with 9 units. Combining the <br />density from the transferred rights and the other parcels, the total allowed density <br />for the Roslyn Ridge West PUD is calculated to be 61 units. This calculation <br />adheres to the guidelines provided in Kittitas County Code regarding allowed <br />density for planned unit developments. <br />Based on the above information and Exhibit K, attached hereto, the entire project <br />will need to use the Transfer of Development Rights code to create the 61 <br />parcels. However, these first two sequenced phases as contained herein will not <br />require the use of the TDR Process as only the first 12 parcels are being created <br />at this time. The applicant will be using TDR credits as through Phase 3 and <br />beyond. <br />17.36.045 Review criteria. <br />1. Preliminary development plan: The Hearing Examiner shall evaluate a <br />planned unit development application and other evidence and testimony <br />submitted into the record and shall issue a recommendation based on the <br />following considerations and criteria: <br />»» i 1.36.045(1) Is Tor the preliminary development plan that has received <br />approval from Kittitas County. <br />2.
