CpSC ADES .. f0 <br />4r�° G�'e9 KIl 1 ITCSSI`.J 4C0 <br />DEPARTMENT OF PUBLIC WORKS <br />Josh Fredrickson, Director <br />KITTITAS COUNTY <br />REQUEST FOR QUALIFICATIONS <br />For Vantage Wastewater Treatment Facility Capacity Assessment <br />ADVERTISEMENT: July 3, July 10, and July 17 <br />All submittals received after 10:00 AM on Thursday, July 24"', 2025, will be discarded <br />PURPOSE: <br />Kittitas County is soliciting this request for qualifications (RFQ) from qualified companies to analyze <br />the existing Water District 6 wastewater treatment facility (WWTF) in the Town of Vantage. The <br />purpose of the project is to develop an assessment and inventory of the existing wastewater <br />treatment facility. This is anticipated to be done through review of existing documents, plans and <br />reports. This also includes an analysis of the system capacity to develop the hydraulic and organics <br />loading analysis to support findings and understand the capacity of the existing system. <br />Recommend upgrades or new technologies to the system which may be necessary in order to meet <br />the service goals of the Water District along with a schematic of the system are to be included. The <br />selected company should be available to begin the assessment immediately. <br />SCOPE OF PROJECT: <br />Assessment of the Existing System <br />An analysis of the existing system should include an onsite analysis of the WWTF to identify <br />deficiencies, and a review of all available plans and documents from the Water District, Kittitas <br />County, and the Department of Ecology. Using this information, the selected company should <br />determine hydraulic and organic load capacity of the system. <br />Assessment of the Existing Service Area Demand <br />The selected company should review annual flow rates and organic loading of the service area. <br />Known future developments should be included in this analysis. The service area demand should <br />then be compared to the capacity of the WWTF to inform necessary upgrades. <br />Findings and Recommendations <br />The selected company should summarize the findings of the assessment in a report with <br />recommended system upgrades if necessary. Included in this recommendation, a high-level cost <br />assessment of upgrades should be included. <br />Protect Meetings and Communications <br />The selected company is anticipated to meet with Kittitas County Public Works to provide regular <br />updates.
