06/09/25 MINUTES <br />Chairman Cory Wright noted that Appendix A was not included with The <br />Land Use Cooperative Agreement as stated on page 2. The Board of <br />County Commissioners requested to review Appendix A and continue the <br />discussion of this Resolution at an upcoming meeting. <br /> <br /> <br />FIRE DISTRICT 3 HELIPAD – SURVEY UPDATE <br /> <br />Josh Fredrickson requested direction regarding the completed land <br />survey of the Fire District 3 parcel in Easton. Josh Fredrickson <br />noted the 4 – 8 feet overlap in the boundary line, between the Fire <br />District 3 and the Railroad. Pursuing Quiet Title action is a viable <br />option to clean up the discrepancy and establish a clear boundary. <br />Once the title gets cleared up, the Board of County Commissioners <br />directed staff to move forward with the project. <br /> <br />WATER DISTRICT 6 (VANTAGE) SANITARY SEWER FEASIBILITY STUDY <br /> <br />Josh Fredrickson updated the Board of County Commissioners about a <br />development proposal for a large resort hotel in Vantage and the <br />impact this will have on the current wastewater system. The <br />wastewater facility is owned and operated by Water District 6. Josh <br />Fredrickson shared the need for an assessment of the existing <br />Wastewater Treatment Plant. A request for funding had been presented <br />to the Conference Of Government (COG). This request was supported by <br />COG. It was proposed to solicit consulting services through an <br />Request For Proposals (RFP), funding would be utilizing 2025 Fund 108 <br />(Distressed County Sales and Use Tax). Josh Fredrickson requested <br />authorization to create enabling documents to solicit for an RFP and <br />use the Distressed County Sales and Use Tax for this project. Vice- <br />Chair Cory Wright clarified that while we are providing support it is <br />up to the District to manage the outcome. The Board of County <br />Commissioners directed staff to prepare enabling documents. <br /> <br />NO.6 ROAD AND KITTITAS HWY INTERSECTION STUDY UPDATE <br /> <br />Josh Fredrickson provided an update on the Kittitas Highway and No. 6 <br />intersection. Josh reviewed the improvements that have been <br />implemented over the last few years to help mitigate crashes and <br />speed at the intersection. The County has contacted the resident who <br />lives on the corner with the white fence regarding the removal of the <br />fence from the road right-of-way. Additional mitigation measures are <br />also being considered. This intersection has been included in the <br />2025 safety plan for Highway Safety Improvement Plan funding (HSIP) <br />and awards will be announced in the fall. Vice-Chair Cory Wright <br />requested more “active” solutions. Chair Laura Osiadacz asked what <br />time of day the crashes occurred, Josh Fredrickson shared that most <br />crashes were during the day. Chair Laura Osiadacz also asked about <br />utilizing rumble strips, Josh Fredrickson shared that this was done <br />in the past and the rumble strips were eventually filled in. Vice- <br />Chair Cory Wright requested cost estimates for changing the stop sign <br />and adding paint marks to the road. Josh Fredrickson will prepare the <br />estimates and bring forward these costs to the June 23, 2025 Study <br />Session.
