KITTITAS COUNTY <br />SOLID WASTE AND MAINTENANCE MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br />Regular Meeting <br />TUESDAY 1 2:00 PM May 13, 2025 <br />Board members present: Chairman Laura Osiadacz, Vice- Chairman Cory Wright <br />(Absent), and Commissioner Brett Wachsmith <br />Others: Patti Stacey and Lisa Lawrence <br />Call to Order at 2:00 p.m. <br />Citizen Comments (1 min. time limit) None <br />Solid Waste Facilities Updates: Patti let the Board know that she met with Ecology at the Cle <br />Elum Transfer Station for an inspection. Patti gave the Board an update on the status of the Air <br />Quality Permit at Ryegrass, noting that after years of work and expense it was determined that <br />the facility does not meet the threshold, and a permit is not needed. Patti informed the Board that <br />Ecology was holding up the review process of the Biosolids permit due to an old report stating <br />that the property was fenced and that they want the SEPA changed to reflect that. Discussion was <br />held on the regulation not requiring it and that CDS is currently reviewing the SEPA. Patti gave <br />the Board an update on the new facility stating that there are grading issues, but the project is <br />moving forward. <br />Request Board Approval to purchase a Forklift: Patti requested Board approval to purchase a <br />newer used forklift to replace a 1976 that is reaching the end of its useful life. Discussion was <br />held on equipment replacement funds budgeted. Commissioner Wachsmith moved to approve; <br />Commissioner Osiadacz seconded the motion. Motion carried 2-0. <br />Request Board Approval and Chair's signature on Change Order No. 7 with Belsaas and <br />Smith: Discussion was held on the issues addressed in the Change Order, the cost of the change <br />orders, budget and the design related issues. Patti informed the Board that the Company has been <br />notified and that she is meeting with the Engineer and the Vice President of the Company <br />tomorrow to discuss the financial impacts and responsibility of the major design issues. Further <br />discussion was held on the sewer line design, engineer's discrepancies and insurance. <br />Commissioner Wachsmith moved to approve; Commissioner Osiadacz seconded the motion. <br />Motion carried 2-0. <br />Maintenance Project Updates: Discussion was held on the Jail project getting started, the jail <br />reserve fund, and the design parameter for the current jail being a 10-year fix not a permanent <br />one. Discussion was held on the Morris Sorensen building, touring the Psychology building at <br />CWU. <br />2025-05-13 MINUTES <br />
