/!*D*urr", <br />T frATAGEfr]ET(TY/mrttrescoulrY <br />KITTITAS COUNTY CEMP <br />Out-of-state mutual aid resources can also be requested through the Pacific Northwest <br />Emergency Management Arrangement (PNEMA), established in Public Law 105-381 . lt is also <br />coordinated through Washington Emergency Management Division. <br />The Washington State Fire Services Resource Mobilization Plan provides a mechanism for fire <br />service resources to respond to fires, disasters, or other events. ln 2015, after the devastation <br />caused by the SR 530 Landslide in Oso, Washington, the Washington State Legislature <br />amended RCW 43.43 to include All-Risk incidents. This amendment allows for reimbursement <br />for responding resources to an authorized All-Risk mobilization event. <br />There are many types and kinds of specialized resources that may be needed for both <br />emergencies and disasters (e.9., search and rescue air support, underground/mine rescue, <br />urban search and rescue (USAR), specialized health professionals, disaster housing inspectors, <br />mobile telecommunications equipment, HAZMAT teams, etc.). Some of these resources can be <br />identified through mutual aid or secured through the Washington Emergency Management <br />Division. Other resources may require a declaration process. <br />Resources should deploy only when appropriate authorities request and dispatch them through <br />established resource management systems. Resources that authorities do not request should <br />refrain from spontaneous deployment to avoid overburdening the recipient and compounding <br />accountability challenges. <br />A2. Resource Request Process <br />Resource requests are tracked throughout their entire life cycle, from the time submitted, until <br />filled (if consumable) or until the resource is demobilized and returned (if non-consumable). <br />Supply chain elements, such as state and local staging areas, reception and integration centers, <br />movement coordination centers, and movement control points activate as appropriate to the <br />situation.
