/!*D*urn", <br />r f,Ai{AGEIIEIUTY/rilrflrascouNrY <br />KITTITAS COUNTY CEMP <br />The NECP is the Nation's strategic plan for emergency communications that promotes <br />communication and sharing of information across all levels of government, jurisdictions, <br />disciplines, and organizations for allthreats and hazards, as needed and when authorized. <br />A2. State <br />The Alert and Warning Center (AWC) <br />The AWC is a function of the State Emergency Operations Center (SEOC) which provides 24- <br />hour, 7 days a week coverage for notifications, alerts, and warnings of emergency events and <br />incidents affecting Washington State. The AWC provides continuous situational monitoring <br />during non-emergency periods as well as in times of disaster and emergency. Federal, state, <br />local and tribal officials are then responsible for further dissemination or action as needed. <br />lnformation Management Systems <br />Washington State maintains information management systems, such as WebEOC, to manage <br />disasters and emergencies and to support and increase public safety information sharing. The <br />system provides the SEOC and localjurisdictions with a platform to receive, process and <br />manage information. The system is used as a gateway to share information and provide <br />communications among county/city EOCs, the SEOC and state, federal, and local public safety <br />entities. This information sharing allows authorized users to make informed decisions regarding <br />public safety operations during disasters or emergencies and supports statewide collaboration. <br />. Community Communications Ptans <br />Emergency public information actions before, during and after any emergency will be <br />determined by the severity of the emergency or potential emergency. Kittitas County Emergency <br />Management willtake reasonable steps to ensure access to vital public health and safety <br />information and services to LEP populations during emergencies or disasters, as well as the <br />recovery phase of incidents impacting Kittitas County. The appropriate mix of language services <br />- translations and interpretations - will be decided on a case-by-case basis, based on LEP <br />populations in the impacted areas and operational needs. <br />Spanish has been identified as meeting the requirements of Title 38.52.070 with an approximate <br />4,594 Spanish speaking residents making up roughly 10.360/o of Kittitas County. Emergency <br />information that should be translated or interpreted to LEP populations includes allvital <br />information for emergency preparedness, emergency notifications and alerts, and critical <br />information during emergencies, or recovery that is related to health, life safety or security of <br />individuals in Kittitas County. <br />November 2024 1 BASIC PLAN Page 43 of 63
