Dept. of Public Works <br />Page 2 <br />Location: Parcel 111634 is located at 831 Hawthorn Lane Easton WA. It is located in Township <br />20N, Range 13E, Section 12. <br />II. POLICY AND REGULATORY REQUIREMENTS IN RELATION TO REQUEST <br />The proposal is for a variance to waive the 2024 Kittitas County Road Standards 12.04.01.030: <br />Second access requirement, 12.04.04-1 Private Road Minimum Standards- Surfacing <br />Requirements, and 12. 04.04-1 Private Road Minimum Standards -Minimum Easement Width. <br />III. SUGGESTED FINDING OF FACTS <br />This matter having come before the Road Variance Committee upon the above referenced Road <br />Variance Application submitted by Lucas Nosetti & Jackson Purcell, owners of Parcels 111634 <br />and 951891, the Road Variance Committee makes the following Findings of Facts, Conclusions <br />of Law and Decision related to the above referenced matter: <br />1. The Road Variance Committee finds that Lucas Nosetti & Jackson Purcell, owners of Parcels <br />111634 and 951891 submitted a road variance application on May 27, 2025. <br />2. The subject property is located at 831 Hawthorn Lane Easton, WA. <br />3. The Committee finds that the Applicant is asking for a variance to the 2024 Kittitas County <br />Road Standards 12.04.01.030: Second access requirement, 12.04.04-1 Private Road <br />Minimum Standards- Surfacing Requirements, and 12. 04.04-1 Private Road Minimum <br />Standards -Minimum Easement Width. <br />4. The Committee finds that Lucas Nosetti & Jackson Purcell, owners of Parcels 111634 and <br />951891, proposes to certify Hawthorn Lane through parcel 111634, increase the easement <br />on parcel 951891 to 50 feet, add additional turn around for emergency vehicles, and <br />possibly add fire sprinkler systems to the new homes to mitigate fire risk. <br />5. The Committee finds that an open record hearing was held on June 18, 2025, and that <br />testimony was taken from those persons present who wished to be heard. <br />6. The Committee finds that the proposal is/is not in the public interest and that the <br />requirements for safety function, fire protection, appearance and maintainability based <br />upon sound engineering judgement are/are not fully met, as required by KCC 12.01.130. <br />7.
