Mr. Curtis verified that the request for a <br />speed study met the speed study requirements, therefore they went <br />forward with the study. He explained what the study involved and <br />went over the new guideline recommendations and how they pertained <br />to this study. After presenting all the information, Mr. Curtis <br />stated that the Department of Public Work’s recommendation was to <br />lower the speed limit. In response to VICE-CHAIRMAN WRIGHT’s <br />request, STEPHANIE HARTUNG, Chief Civil Deputy Prosecutor, answered <br />his questions regarding whether the FHWA’s updated language changes <br />the risk expectation for legal action towards the county. She noted <br />that they are recommendations, not requirements, and that the county <br />is weighing the criteria recommended against their situation with <br />multiple factors. <br /> <br />THOSE PRESENT & REQUESTING TO TESTIFY: TIM LAWLESS commented that he <br />is an Ellensburg resident and the Superintendent of the Damman <br />School District. He mentioned the need to make sure every child at <br />Damman is safe. He stated there are 5 businesses along this route <br />and that all those leaders have said they’d like to reduce the <br />speed. VICTORIA ANAYA commented that she lives along this route and <br />her daughter attends Damman school. She mentioned that she almost <br />did not move there due to the speed limit. She said their dog was <br />hit and killed by a car on that road and she feels something should <br />be changed so that a child is not killed. MELISSA SCHUMAIER <br />commented that she is the mom of a Damman student. She mentioned <br />that when trying to pull out of the driveways along this road, you <br />cannot see who is coming. She commented that the speed limit changes <br />several times along this road. She asked that the Board please <br />consider reducing the speed limit and thanked them for their <br />consideration. JOHN BOITANO commented that he lives farther up <br />Umptanum Road. He mentioned there is an incredible amount of truck <br />traffic. He said that this road is an old stagecoach road without a <br />good base. He mentioned there are 4 permitted rock quarries along <br />that road. He mentioned the volume and speed of loaded trucks and <br />trailers and that they accelerate and begin going faster across from <br />his property. He said the loaded trucks make 300-400 trips per day. <br />He said he is concerned about what will happen in the future since <br />there are 3 more permitted lots in addition to the 4 already there. <br />JENNIFER NELSON commented that her driveway is on the curve and that <br />she has had several near misses over the years when trying to pull <br />out. She mentioned that there are a lot of deer killed, and that <br />this road is not safe for animals and people in cars. She stated <br />that she is in support of lowering the speed limit. MIKE MILLIGAN <br />commented that he lives on Susan Road, so he travels this road a <br />lot. He mentioned he is the School Board Director for Damman School <br />and that he wants to protect the kids. He mentioned that kids go to <br />the Young Life building along this road 2-3 times per week, which <br />includes new teenage drivers. He mentioned that the kids attending <br />Young Life play with balls in the parking lot which sometimes go in
