<br />The making, creation or maintenance of excessive, unnecessary
<br />prolonged and unusual in theirtime, place and use, affect and a

<br />It is dectared the policy of the county to minimize the exposure of citizens to adverse effects of
<br />excessive noise and to protect, promote, and preserr.re the publrc health, safety and welfare lt is the
<br />express intent of the boarcl of county commissioners to control the ievel of noise in a manner which
<br />promotes ccmmerce; the use, value, and enloyment of property, sleep and repose; and the qualrty of

<br />complainis regarding noise and believe such noise constitutes a public disturbance. SPecial
<br />conditions withrn the county tnake necessary any and all differen ces between this chaPter anci
<br />regulations adopted by ihe Deparlment of Ecoloqy (2415)
<br />9.45.030 Public disturhance - noise unlawful whesr'
<br />1 lt is unlawful for any person to make, continue, or caLlse io be made or contin'led or any
<br />person owning cr in possession of propertyto make, continue, or cause to be made or
<br />continued or allow to originate frorn the property any sound rryhich:
<br />a. ls plainly audible wrthrn any dwelling unrt which is not the scLlrce of the
<br />sound or is generated within two hundred feet of any dwelling unit, and,
<br />b. Either reasonably annoys, disturbs, inlures or endangers the comfort,
<br />repose, health, peace or safety of others
<br />2. Sound i,vhich is "plainly audrble" is sound that can be understood or identified

<br />The following sounds are exempt frotn the prorrisions of this chapter'
<br />T Sounds originating from aircraft rn flrght and sounds which origrnate at airports and are
<br />directly related to flight operations;
<br />2 Sounds created by safety and protectiire devices, such as relief valves, where noise
<br />suppressron would clefeat the safety release intent of the de'vice,
