KITTITAS COUNTY CEMP <br /> Page 37 of 63 November 2024 | BASIC PLAN <br />• Addressing unique geographical protection issues, trans-border <br />concerns, dependencies and interdependencies among agencies and <br />enterprises, and the establishment of agreements for cross-jurisdictional <br />and public-private coordination. <br />• Engagement in community, private industry, and interagency <br />partnerships to identify and prevent criminal acts, including terrorism. <br />Mitigation <br />Support local jurisdictions in pre-disaster recovery and mitigation planning <br />efforts. <br /> <br />As able, promote and implement mitigation activities without necessarily holding <br />a formal position of authority within a jurisdiction. <br /> <br />May provide training and education to jurisdictions or communities, including <br />how-to guides. <br />Response Participate and/or support with local jurisdictions in preparation for and <br />managing the response and recovery of the communities. <br />Recovery <br />Support role of planning and advising functional aspects of a community’s <br />recovery post-disaster. <br /> <br />May provide experience and subject matter expertise to local jurisdictions and <br />county agencies in ensuring that recovery needs assessment and planning <br />processes are inclusive and accessible. <br /> <br />In addition to collaborating on disaster planning with recovery partners, it is <br />beneficial for regional organizations to develop their own plans for how they will <br />support disaster recovery efforts. <br /> <br />D. Private Sector <br />All Mission <br />Areas <br />Private sector entities operate in all sectors of business, commerce, private <br />universities, and industry that support the operation, security, and resilience of <br />global trade systems. Owners and operators of private sector entities and <br />infrastructure should maintain situational awareness and take actions on a <br />continuous basis to promote and build capabilities. <br />Prevention <br />• Maintain situational awareness of the current threat environment, including <br />potential terrorism-related activities; this awareness allows private sector <br />entities to assist in preventing terrorism by identifying and reporting potential <br />terrorism-related activity to law enforcement <br />Protection <br />• Both private and public sector infrastructure develop and implement: <br />o Risk-based protective programs; and <br />o Resilience strategies for infrastructure; and <br />o Related information and operations under their control <br />• Make investments in security and resilience as necessary components of <br />prudent day-to-day business and continuity of operations planning <br />• Work together and with public sector entities through established sector <br />coordination bodies established under relevant legal authorities to share <br />information and jointly address public risks <br />Mitigation Mitigation is a sound business practice that reduces disaster losses and <br />quickens restoration of normal operations. Private sector investments in
