KITTITAS COUNTY CEMP <br /> Page 2 of 63 November 2024 | BASIC PLAN <br /> <br />APPROVAL AND IMPLEMENTATION <br /> <br />“To protect all people, keep the peace, and uphold the Constitution of the United States.” <br />It is the responsibility of the Kittitas County Sheriff’s Office to oversee all Emergency Management <br />functions in unincorporated Kittitas County, and participating towns, to ensure operations are in <br />alignment with the above stated mission of the Kittitas County Sheriff’s Office. <br /> <br />When a disaster threatens or strikes Kittitas County, county and city governments will take the lead in <br />management of emergency public health, safety, and welfare services. The response will be <br />widespread, extending beyond the usual boundaries of departments providing emergency services and <br />requiring cooperation of governmental and private sector units that do not normally respond to <br />emergency situations. Since the state and federal governments will provide only supporting services for <br />disaster mitigation, response, and recovery, the leadership of the legislative authorities is of critical <br />importance. <br /> <br />The purpose of the Kittitas County Sheriff’s Office Emergency Management’s CEMP is to <br />establish policies, procedures, roles and responsibilities, and an organizational structure for <br />responses to a major emergency. The Kittitas County Sheriff’s Office Emergency Management <br />CEMP incorporates operating procedures from the National Incident Management System <br />(NIMS) and Incident Command System (ICS) for handling emergencies resulting from various <br />potential disasters that could impact the Kittitas County citizens. This plan establishes a uniform set of <br />processes and procedures that emergency responders at all levels of government will use to conduct <br />response operations.
