KITTITAS COUNTY CEMP <br /> Page 22 of 63 November 2024 | BASIC PLAN <br /> <br />National Warning System (NAWAS) <br />The federal portion of the Civil Defense Warning System is used for the dissemination of <br />warnings and other emergency information from the Federal Emergency Management Agency’s <br />National or Regional Warning Centers to Warning Points in each state. Also used by the State <br />Warning Points to disseminate information to local Primary Warning Points. Provides warning <br />information to state and local jurisdictions concerning severe weather, earthquake, flooding, and <br />other activities that affect public safety. <br /> <br />National Preparedness Goal <br />The National Preparedness Goal defines what it means for communities in our nation to be <br />prepared for all types of disasters and emergencies. The National Preparedness Goal has <br />established 32 core capabilities that are deemed critical elements necessary to achieve and <br />maintain a comprehensive level of preparedness. The core capabilities are organized by the five <br />emergency management mission areas: prevention, protection, mitigation, response, and <br />recovery. <br /> <br />National Response Framework <br />The National Response Framework (NRF) provides foundational emergency management <br />doctrine for how the Nation responds to all types of incidents. The NRF is built on scalable, <br />flexible, and adaptable concepts identified in the National Incident Management System (NIMS) <br />to align key roles and responsibilities across the Nation. It is a framework for all types of threats <br />and hazards, ranging from accidents, technological hazards, natural disasters, and human- <br />caused incidents. The NFR also underscores the paramount importance of sustaining essential <br />community lifelines that enable the continuous operation of critical government and business <br />functions and are essential to human health and safety or economic security. <br /> <br />D. Unity of Effort through Core Capabilities <br />The core capabilities contained in the Goal are the distinct critical elements necessary for our <br />success. They are highly interdependent and require us to use existing preparedness networks and <br />activities, coordinate and unify efforts, improve training and exercise programs, promote innovation, <br />leverage and enhance our science and technology capacity, and ensure that administrative, <br />finance, and logistics systems are in place to support these capabilities. The core capabilities serve <br />as both preparedness tools and a means of structured implementation. <br /> <br />COMMON CORE CAPABILITIES <br />Planning <br />Conduct a systematic process engaging the whole community as appropriate in the development of <br />executable strategic, operational, and/or tactical-level approaches to meet defined objectives. <br />Public Information and Warning <br />Deliver coordinated, prompt, reliable, and actionable information to the whole community through the <br />use of clear, consistent, accessible, and culturally and linguistically appropriate methods to <br />effectively relay information regarding any threat or hazard, as well as the actions being taken, and <br />the assistance being made available, as appropriate.
