KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: April 28, 2025 <br />TOPIC: Pioneer Road Outlet <br />ACTION REQUESTED: Informational Only; No action required <br />LEAD STAFF: <br />Cameron Curtis <br />RECOMMENDATION: <br />Informational Only; No action required <br />BRIEFING SUMMARY: <br />• Pioneer Road is a dead-end road without a sufficiently sized turnaround. <br />• Bowers Road was extended to Reecer Creek in 2006, and bollards connected by a <br />steel cable were installed at the end of Pioneer Road to prevent Pioneer from <br />becoming a through street. This was likely due to public comments from the <br />residents living on Pioneer Road. <br />• The bollards were replaced with permanent barriers in 2021 due to safety <br />concerns. <br />• The permanent barriers were replaced with temporary barriers earlier this spring <br />as a precautionary measure while construction was taking place on Bender Road. <br />• Moving forward, Public Works intends to reinstall a locking gate capable of being <br />opened by emergency services or when deemed necessary for detouring traffic. <br />Public Works also evaluated reinstalling permanent barriers and officially <br />opening the road to through traffic to Bowers. <br />BACKGROUND: <br />Bowers Road was extended from Airport Road to Reecer Creek Road in 2006. Pioneer <br />Road existed prior to the Bowers Road extension and was never opened as a through <br />street to Bowers (Exhibit A). The connection to Bowers Road was built and blocked off <br />with removable bollards connected by a steel cable. At the time, the residents of Pioneer <br />Road submitted a petition against the extension of Bowers and the connection of Pioneer <br />to Bowers. <br />In 2021, the removable bollards and steel cable were deemed unsafe for pedestrians. <br />Public Works removed the bollards and installed permanent type 3 barricades.
