The existing radius of that curve is approximately <br />Vertical) <br />600 feet corresponding to a design speed of 41 MPH. <br />The posted speed limit on Umptanum Rd from MP 1.00 to <br />MP 1.69 is 50 MPH. During school hours, there is a <br />posted variable speed of 20 MPH. 2024 Speed data <br />Existing Speed Data <br />1-10 <br />indicates that at MP 1.06 the 85th percentile speed is 47.7 <br />4 <br />MPH. At MP 1.52 the 85th percentile speed was measured <br />at 47.9 MPH in 2022 and 49.2 MPH in 2018. This is <br />immediately before the school zone. <br />A large distribution center is currently being installed just <br />inside City limits. Truck traffic is likely to increase along <br />Change in Land -Use <br />the road segment in question. Additionally, a landscaping <br />9 <br />within the Immediate <br />1-10 <br />company and a solar farm have begun operations within <br />Vicinity <br />the road segment also contributing to increased trucking <br />operations. <br />There have been 7 reported accidents within the study <br />area within the last 5 years. Accidents are mainly due to <br />weather and animal crossings. Public Works is also <br />Public Works Safety <br />concerned with the lack of a speed transition area between <br />7 <br />Concern <br />1-10 <br />the school zone and the remaining road segments. Public <br />Works also notes a horizontal curve exists which does not <br />meet design criteria, although engineered mitigation in the <br />form of chevron turn arrows are already installed. <br />The Sheriff s Office is not overly concerned with speeds <br />Sheriff's Office <br />1-10 <br />in the road segment and has expressed that writing rickets <br />2 <br />Safety Concern <br />in the area does not seem to change driver behavior. <br />The applicants have provided significant community <br />support including school staff, parents of students, <br />Community Support <br />1-10 <br />adjacent land owners, City of Ellensburg Parks <br />10 <br />department, Young Life youth ministers, and a local <br />business — MRM. <br />411 N.
