KITTITAS COUNTY <br /> PLANNING COMMISSION MINUTES <br /> Courthouse RM 201 , ELLENSBURG <br /> Regular Meeting <br /> TUESDAY 6 : 00 PM February 11 , 2025 <br /> Board members present: Bruce Coe, Joseph Pearson, Scott Carlson, <br /> Pat Deneen, and Bill Hinkle . <br /> Others : Jamey Ayling, Jeremy Johnston and Jessica Miller and <br /> eight (8) members of the public. <br /> Meeting was called to order at 6 : 00 P.M. <br /> CALL TO ORDER <br /> CITIZEN COMMENTS (1 min. time limit) <br /> There were no citizen comments . <br /> APPROVAL OF MINUTES <br /> COMMISSIONER PEARSON moved to approve the January 14, 2025 <br /> minutes . COMMISSIONER DENEEN seconded. Discussion - none . Motion <br /> passed 5-0 . <br /> NEW BUSINESS <br /> SB 5290 PUBLIC HEARING <br /> LONG RANGE PLANNER JEREMY JOHNSTON provided the staff <br /> presentation. SB5290, specifically section 7, went into effect <br /> on January 1, 2025 and CDS is now working on getting this <br /> regulation into place to be consistent with the state . There are <br /> three tiers of the permitting timeline . The 1st is for <br /> administrative project decisions that do not require public <br /> noticing or a public hearing. Those decisions must be issued <br /> within 65 days of the deemed complete date . The 2nd is for <br /> administrative project decisions that require public noticing <br /> but do not require a public hearing. These decisions must be <br /> issued within 100 days of the deemed complete date with the <br /> exception of preliminary plats . The 3rd is for non-administrative <br /> projects which require both public notice of the application as <br /> well as a public hearing. These need to be issued within 170 <br /> days from being deemed complete . These timelines can be stopped <br /> or paused when additional information or documents are needed in <br /> order to process the application and also when there is an <br /> agreement between the applicant and the county.
