3125125,2:13 PM wwwText.html <br />The Kittitas County Solid Waste Deparfinent is requesting Qualifications in the form of proposals from qualified <br />consultants to provide a comprehensive review and recommendations for the revision of the Kittitas County <br />Comprehensive Solid and Hazardous Waste management plan adopted in2022. The major components for the <br />Scope of Work are: <br />1. In consultation with Kittitas County Solid Waste staff, develop methodology for reviewing/revising the <br />Solid and Hazardous Waste Management Plan (the "Waste Management Plan", or the "Plan"). <br />2. In consultation with Kittitas County Solid Waste Department, facilitate and develop meetings with the <br />Solid Waste Advisory Committee for involvement in Plan revision that will be used throughout the <br />reviedrevision process. <br />3. Review the current integrated solid waste handling system, achieve agreement and plan for the Integrated <br />County Solid Waste System for the next twenty (20) years. <br />4. Review each chapter of the existing Plan and develop recommended changes as necessary and in <br />accordance with the current Plan format. <br />5. Conduct public meetings and participate in hearings on the draft Plan, and the final draft Plan. <br />6. Prepare a SEPA checklist for the Plan and follow through with mailings, proper response and/or <br />incorporation of additional facts and recommendations. <br />7. Final draft Plan preparation. <br />8. Participate in Plan adoption. <br />The purpose of this project is to develop a Waste Management Plan update and revision for the incorporated and <br />unincorporated areas of Kittitas County. The Plan will be approved by each of the entities covered in the Plan as <br />well as the Washington State Department of Ecology (WDOE) and Washington Utilities and Transportation <br />Commission (WUTC). <br />Kittitas County shall evaluate statements of qualifications and performance data submitted by firms regarding <br />the proposed project. Following the evaluation, the county may invite one or more firms to meet with county <br />officials to discuss the project and the relative benefits of various methods of providing the desired services. The <br />county then selects from among those firms the one "most highly qualified" to provide the required services. <br />County procedures and guidelines are to include a plan to ensure that women, minority, and veteran-owned firms <br />have the maximum opportunity to compete for the contract. The level of firm participation should be consistent <br />with their availability within the relevant professional community. <br />After choosing the most qualified firm, the county then negotiates with that firm for a contract at aprice the <br />county determines is fair and reasonable, considering the estimated value of the services to be rendered, as well <br />as the scope and complexity of the project. If a satisfactory contract cannot be negotiated, the county formally <br />terminates the negotiations with that firm and attempts to negotiate a contract with the next most qualified firm. <br />The process continues until an agreement is reached or the search is terminated. <br />In emergency situations, the process outlined above for procuring services maybe dispensed with upon a finding <br />by the county that an emergency requires the immediate execution of the work involved. <br />All submittals shall become the property of Kittitas County <br />Kittitas County reserves the right to reject all submittals and re-advertise if necessary. <br />fi le :///C:/Users/dou g. laurenVDown loads/wwwText.html 111
