Ryegrass LPL and Ryegrass Balefill Landfill Upgradient Groundwater <br />Investigation <br />Kiltitas County Solid Wmia <br />I . Introduction <br />This report presents the work plan for completion of one new monitoring well at the Kittitas County <br />(County) Ryegrass Facility (Facility) in 2024, Kittitas County Solid Waste owns and operates the <br />Ryegrass Limited Purpose Landfill (LPL) and performs post -closure care of the Ryegrass Balefill <br />Municipal Solid Waste (MSW) Landfill (Balefill Landfill) located in Kittitas County, Washington. <br />The Facility is addressed at 25900 Vantage Highway in Ellensburg, Kittitas County, Washington. <br />Figure 1 displays the location of the Facility, including the LPL, Balefill Landfill, leachate evaporation <br />ponds, leachate pump station, liquid waste evaporation lagoons (LWELs) and biosolids land <br />application fields, The Facility Is within Section 16 of Township 17 North Range 21 East. Figure 2 <br />displays the details of the Facility. <br />The work plan outlined in this technical memorandum is to drill and construct one new monitoring <br />well, B8, upgradient of both the LPL and the Balefill Landfill (Figure 3). <br />2, Background <br />2A Facility Description <br />The Facility encompasses 640 acres of land located within Section 16 of Township 17 North, Range <br />21 East on Kittitas County parcel identification numbers 040833 and 956102 (Figure 1). The Facility <br />is accessed from a paved roadway off Vantage Highway north of the Facility. <br />The facility includes the active 13.5-acre LPL, the closed 27-acre Balefill Landfill, a leachate pump <br />station, two lined 500,000-gallon leachate evaporation ponds, two lined 500,000-gallon LWELS, and <br />biosolids land application fields. The surrounding area is predominantly vacant arid land. The Wild <br />Horses Wind and Solar Facility office building is located approximately 3,500 feet north of the LPL. <br />The nearest residential structures are located approximately 4,600 feet east of the LPL. <br />The LWELs and leachate evaporation ponds are located on the northern portion of the Facility <br />(Figure 2). The LPL is located west of the lagoons and the Balefill Landfill is located south of the <br />LWELs and leachate evaporation ponds (Figure 2). Leachate from the Balefill Landfill is collected at <br />two locations, conveyed by gravity to the leachate pump station, and pumped up to the leachate <br />evaporation ponds (Figure 2). <br />2.2 Site History <br />2.2.1 Ryegrass BalefW Landfill <br />The Balefill Landfill, also referred to by the Washington State Department of Ecology (Ecology) as the <br />Ryegrass Landfill (Ecology 1998), is a closed MSW landfill that was originally permitted and operated <br />under Chapter 173-304 WAC from 1980 to 1997. The landfill received compressed bales of MSW <br />from the Ellensburg Transfer Station and Baler plant. The bales, yard waste, construction debris, and <br />tires were placed in the landfill. From 1983 to 1988, dally cover consisted of a mixture of native soil <br />mined from the Facility mixed with biosolids. The sail and biosolids mixture was prepared in an area <br />northwest of the Balefill Landfill {just south of the LPL).
