KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />STAFF REPORT <br />Maintenance <br />SPECIAL MEETING DATE: March 11, 2025 <br />TOPIC: Advertisement <br />ACTION REQUESTED: Request Board of County Commissioners approval to <br />advertise a Request for Qualifications to conduct an <br />Energy Audit. <br />LEAD STAFF: Patti Stacey <br />RECOMMENDATION: Request Board of County Commissioners approval to advertise <br />a Request for Qualifications to conduct an Energy Audit. <br />BRIEFING SUMMARY:. The Clean Buildings Performance Standard compliance is <br />mandatory for Tier 1 covered buildings located in the state of Washington. A Tier 1 <br />covered building is a building where the sum of nonresidential, hotel, motel and <br />dormitory floor area exceeds 50,000 gross square feet, excluding the parking garage area. <br />Mandatory compliance and reporting for Tier 1 covered buildings begins June 2026 for <br />buildings greater than 220,000 sq ft. The state has broken down the Tier I buildings into <br />three categories. <br />1. Tier 1 a — Buildings that are greater than 220,000 sq ft. The reporting schedule <br />is June 1, 2026 <br />2. Tier lb —Buildings that are greater than 90,000 but less than 220,000 sq ft. <br />The reporting schedule is June 1, 2027 <br />3. Tier 1 c —Buildings that are greater than 50,000 but less than 90,0000 sq ft. <br />The reporting schedule is June 1, 2028 <br />In order to prepare to meet the requirements I applied for and received a grant to perform <br />the required Energy Audit for the Courthouse and Jail facilities.
