KITTITAS VALLEY EVENT CENTER
Home of the Kittitas County Fair and Ellensburg Rodeo
xrrrrasVALL v 4e° p 901 E. 71' Ave, Suite 1, Ellensburg, WA 98926
EventCenter@co.kittitas.wa.us
Office (509) 962-7639
KITFITAS COUM Fax (509) 962-7010
STUDY SESSION STAFF REPORT
AGENDA DATE: March 24, 2025
AGENDA ITEM: Discussion and Decision on Temporary Project Specialist
BACKGROUND: The Frontier Village Director of the Kittitas County Fair Board has
been working closely with the Kittitas Valley Event Center (KVEC)
Director to develop project plans for critical repairs in Frontier
Village. These include repairing several rooftops and replacing logs
near and on the foundations of the historic cabins. The current
project budget is $60,000, with $30,000 generously contributed by
the Friends of the Fair Foundation.
To ensure this work is completed to the highest standards, we've
developed a unique and cost-effective approach by hiring a
temporary, in-house carpenter (project specialist). This decision
follows a thorough assessment of each structure and a detailed
evaluation of project -specific requirements, risks, and
recommended actions. Our tailored solution focuses on preserving
the historical integrity of these buildings while delivering quality
workmanship in a collaborative and efficient manner.
This approach not only addresses the immediate roofing and log
repair needs but also aims to maximize the project budget without
requiring additional funds. By doing so, we'll maintain the
flexibility to tackle other unforeseen maintenance issues that may
arise during the course of the project.
The work in Frontier Village requires a combination of both
traditional and specialized skills. By creating this dedicated position
and streamlining the project management process, we estimate the
work will take approximately 160 hours to complete. A fair wage of
$64 per hour has been calculated for this skilled labor, resulting in
an estimated 60% savings in labor costs compared to hiring a
general contractor.
Previous efforts to contract this work out have been unsuccessful,
largely due to the unique nature of the repairs and the historical
significance of the structures. Contractors have expressed concerns
about assuming liability, making the in-house solution a more
viable and effective path forward.
