KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: April 15, 2025 <br />ACTION REQUESTED: Request to Approve the Resolution Authorizing Public <br />Health Director to Sign Amendment No. 2 to Contract No. <br />C 180015 3 and Authorizing the Public Works Department <br />to Administer the Water Meter Program and Contract No. <br />C1800153. <br />BACKGROUND: The Board of County Commissioners directed Public <br />Works during the July 27, 2020 Public Works Study <br />Session to take responsibility for administering the Kittitas <br />County Water Mitigation and Metering Program. Part of <br />the metering program is funded through Contract No. <br />C1800153. Public Works has been administering this grant <br />since September 9, 2020. The grant -funded water meter <br />acquisition costs are higher than projected, while meter <br />installation costs are lower than projected. A contract <br />amendment is required to adjust the budget. <br />While it is the preference of Public Health and Public <br />Works to amend the contract to identify Public Works, <br />rather than Public Health, as the contract holder, this <br />change cannot be accomplished with a simple contract <br />amendment. Seeking this change during the current state <br />funding freeze may put the funding at risk. The <br />Prosecutor's Office has advised that, while an amendment <br />to correct the department name is the best practice, given <br />the risk to funding, an alternative would be to memorialize <br />the situation with a resolution. The intent is to request a <br />new contract to correct the department name once the <br />funding freeze is lifted. <br />INTERACTION: Public Works, Public Health, Prosecutor's Office <br />RECOMMENDATION: Move to approve a Resolution to Authorize Public Health <br />Director to Sign Amendment No. 2 to Contract No. <br />C 1800153 and to Authorize the Public Works Department <br />is Authorized to Administer the Water Meter Program and <br />Contract No. C 1800153. <br />HANDLING: Return one (1) original to Public Works. <br />ATTACHMENTS: Resolution; Contract Amendment <br />LEAD STAFF: Arden Thomas, Water Resource Program Manager. <br />
