Through outreach, data collection, and collaboration, the project will prioritize environmental justice and create sustainable emission reduction plans. Project Long Description. Community -Led Air Quality Improvement for Ellensburg Kittitas County Public Health Department (KCPHD) proposes a six month- two year project depending upon funding availability, starting in Jan 2025, to reduce criteria air pollutants —carbon monoxide, lead, nitrogen dioxide, sulfur dioxide, ozone, and particulate matter —in Ellensburg, an overburdened community.
