Comp Plan and Rezone Enabling Ordinance April 1, 2025 <br />Page 2 <br /> <br /> <br />SECTION I <br />PROCEDURAL FINDINGS <br /> <br />Whereas, Kittitas County opted into the Growth Management Act, RCW 36.70A, <br />voluntarily on December 27, 1990, through Resolution 90-138; and <br /> <br />Whereas, The Kittitas County GMA Comprehensive Plan was originally adopted on July 26, <br />1996, by the Kittitas County Board of County Commissioners; and <br /> <br />Whereas, Kittitas County Code 15B.03.030 indicates that any interested person, including <br />applicants, citizens, county commission and board members, and staff of other <br />agencies may suggest plan or development regulation amendments for annual <br />consideration by the Kittitas County Planning Commission and Board of County <br />Commissioners; and <br /> <br />Whereas, Kittitas County Code 15B.03.030 requires amendments to the comprehensive plan <br />or development regulations that are docketed by June 30th must be approved or <br />denied by the Board of County Commissioners on or before December 31st of that <br />same calendar year; and <br /> <br />Whereas, Kittitas County Community Development Services docketed a Rezone and <br />Comprehensive Plan amendment and made this proposal readily available for <br />review by the public in Community Development Services and within the County’s <br />official website; and <br /> <br />Whereas, Kittitas County accepted a SEPA checklist on January 11, 2023, and issued a <br />Mitigated Determination of Non-significance (MDNS) for the proposal on <br />September 18, 2024 through authority of WAC 197-11-350; and <br /> <br />Whereas, Comments were received from state agencies and members of the public; and <br /> <br /> <br />Whereas, A timely SEPA appeal was received on October 11, 2024, for CP-24-00001; and <br /> <br />Whereas, Due public notice was placed upon the County official website and the Daily <br />Record regarding the Planning Commission public hearings; and <br /> <br />Whereas, The Planning Commission conducted a public hearing on February 11th, 2025, to <br />hear testimony and take public comment on CP-24-00001 and after deliberation <br />made recommendations to the Board of County Commissioners; and <br /> <br />Whereas, After due notice and publication on official website and in the Daily Record, the <br />Kittitas County Board of County Commissioners held the SEPA appeal hearing <br />on CP-24-00001, and public hearing on CP-24-00001; and <br /> <br />Whereas, Due public notice was issued to all parties of record; and <br />
