Kittitas County Page 3 of 10 <br />Comprehensive Solid Waste Management Plan Revision <br />REQUEST FOR QUALIFICATIONS <br />OVERVIEW <br />The Kittitas County Solid Waste Department is requesting Qualifications in the form of <br />proposals from qualified consultants to provide a comprehensive review and recommendations <br />for the revision of the Kittitas County Comprehensive Solid and Hazardous Waste management <br />plan adopted in 2022. The major components for the Scope of Work (described in detail under <br />Section IV) are: <br />1. In consultation with Kittitas County Solid Waste staff, develop methodology for <br />reviewing/revising the Solid and Hazardous Waste Management Plan (the “Waste <br />Management Plan”, or the “Plan”). <br />2. In consultation with Kittitas County Solid Waste Department, facilitate and develop meetings <br />with the Solid Waste Advisory Committee for involvement in Plan revision that will be used <br />throughout the review/revision process. <br />3. Review the current integrated solid waste handling system, achieve agreement and plan for <br />the Integrated County Solid Waste System for the next twenty (20) years. <br />4. Review each chapter of the existing Plan and develop recommended changes as necessary <br />and in accordance with the current Plan format. <br />5. Conduct public meetings and participate in hearings on the draft Plan, and the final draft <br />Plan. <br />6. Prepare a SEPA checklist for the Plan and follow through with mailings, proper response <br />and/or incorporation of additional facts and recommendations. <br />7. Final draft Plan preparation. <br />8. Participate in Plan adoption. <br />The purpose of this project is to develop a Waste Management Plan update and revision for the <br />incorporated and unincorporated areas of Kittitas County. The Plan will be approved by each of <br />the entities covered in the Plan as well as the Washington State Department of Ecology (WDOE) <br />and Washington Utilities and Transportation Commission (WUTC). <br />The updated Waste Management Plan must meet, as appropriate, all requirements as set forth in: <br />• Chapter 173-304 Washington Administrative Code (WAC), Minimum Functional Standards <br />for Solid Waste Handling <br />• Chapter 173-351 WAC, Criteria for Municipal Solid Waste Landfills <br />• Chapter 70A.205 Revised Code of Washington (RCW), Solid Waste Management – <br />Reduction and Recycling.
