The Subrecipieni shall devetop appropriate maintenance schedules and <br />procedures to ensure the equipment, and supplies as applicable, are well-maintained and <br />kept in good operating condition. <br />vi. The Subrecipient shalldevelop a conlrol syslem to ensure adequale safeguards to prevent <br />loss, damage, and theft of the property. Any loss, damage, or theft shall be investigated, <br />and a report generated and sent to the Department's Key Personnel. <br />vii. The $ubrecipient must obtain and maintain all necessary certificalions and licenses for the <br />equipment. <br />viii. lf the $ubrecipient is authorized ar required to sell the property, proper sales procedures <br />must be established and followed to ensure the highest possible return, For disposition, if <br />upon termination or at the Grant Agreement End Date, when original or replacement <br />supplies or equipment acquired under a federal award are no longer needed for the original <br />project or program or for other activities currenlly or previously supporled by a federal <br />awarding agency, the Subrecipient must comply with the following proeedures: <br />A. For Supplies: lf there is a residual inventory of unusad supplies exceeding $5,000 in <br />total aggregate value upon termination or completion of the project or program and the <br />supplies are not needed for any other federal award, the $ubrecipient must retain the <br />supplies for use on other activities or sell them, but must, in either case, compensate <br />the federal government for its share. The amount of compensation musl be computed <br />in the same manne. as for equipment. <br />B. For Equipment: <br />1) ltems with a current per-unit fair-markei value of five thousand dollars ($5,000) or <br />less may be retained, sold, transferred, or otherwise disposed of with no further <br />obligation to the federal awarding agency. <br />2) ltems with a current per-unil fair-market value in exce$s of five thousand dollars <br />{$5,000) may be retained or sold. The $ubrecipient shall compensate the federal <br />awarding agency in accordance with lhe requirements of 2 CFR ?00.313 (e) (2). <br />C. Notify Department Key Personnel to initiate the disposition process by the fedetal <br />awarding agency. <br />ix. Records for equipment shall be retained by the $ubrecipient for a period of six (6) years <br />from the date of the disposition, replacement, or transfer. lf any litigation, claim, or audit is <br />started before the expiration of the six- (6-) year period, the records shall be retained by the <br />$ubrecipient until all litigation, claims, or audit findings involving the records have been <br />resolved, <br />b, The SubreeiBient shall comply with the Department's Purchase Review Process, which is <br />incorporated by reference and made part of this Agreement. No reimbursement will be provided <br />unless the appropriate approval has been received. <br />c. Allowable equipment categories for the grant program are listed on the Authorized Equipment List <br />(AEL) located on the FEMA website at httpgf,[Ualry,femq.qovlqfantslguida lslauthorized: <br />eouiprnentlist. lt is important that the $ubrecipient and any non-federal entity to which the <br />Subrecipient makes a subaward regard the AEL as an authorized purchasing list identifying items <br />allowed under the specific grant program; the AEL includes items that may not be categorized as <br />equipment aecording to the federal, state, local, and tribal definitions of equipment, The <br />$ubreciBient is solely responsible for ensuring and documenting purchased items under this <br />Agreement are authorized as allowed items by the AEL at time of purchase. <br />lf the item is not identified on the AEL as allowable under the grant program, the $ubrecipient <br />must contact the Department Key Personnel for assistance in seeking FEMA approval p{gl to <br />acquisition. <br />DH$"T EMA.HSGP.SHSP"FY24 Page 6 ol 48 Kiltitas County, E25 -224
