Attachment D-2 <br />24SHSP National Priority (NP) Work Plan <br />Kilffas Oounty Sfiedffs Affice <br />SHSP NPA: Communlty Preparedness & Resilience (CP&RI <br />Community organizations are the backbone of American civic life, providing essential services especially to <br />underserved communities, ln the aftermath of a terrorist incident, they must have the capability to withstand <br />acts of terrorism while continuing to provide services. Those responding, often the first on the scene after a <br />terrorist attack, need the capability to aid their fellow citizens ensuring community resilience. <br />Washington has identilied four key investments to enhance the Community Preparedness & Resilience NPA <br />addressing the core capabilities of Community Resilience (CR), Public lnformation & Warning (Pl&W), and <br />lntelligence & lnformation Sharing (l&lS). The gaps from the SPR that will be addressed are. <br />1. (CR) There is a need to collaborate with and build capacity in Community Emergency Response Teams <br />(cERr). <br />2. (CR) There is a need to eslablish, train, and maintain CERT and Teen CERT, with a focus on historically <br />undeserved communities. <br />3, {Pl&W There is a need for funding for Mass Notification Systems. <br />4, (l&lS) There is a need for planning eflorts that would identify critical objectives to provide a complete and <br />integrated picture of the sequence and scope of the iasks to achieve the goals. <br />5. (l&ls) There is a lack of training on plans. <br />6. (l&ls) There is a lack of exercising on plans. <br />NATIONAL PRIORITY PROJECTS (NPP): <br />NPP #1 $HSP NPA CP&R: Fastern WA Mass Notificatlon (HLS R7 & R8) <br />This project will fund (1) the service contract lor the HL$ Region 7 Public Alert and Warning $ystems for <br />Chelan, Granl, Douglas, Kittitas, and Okanogan counlies, (2) the service contract for the HLS Region I <br />Mass Emergency Notification system for Benton, Franklin, Klickitat, Walla lValla, and Yakima Counties and <br />{3} personnelcosts to manage the system <br />$tate $PR "Approaches for Addressing Capability Gaps and Sustainment Needs" identified the funding of <br />mass notification systems a$ a way to address the Publie lnformation & Warning gap, <br />This project builds on previous CP&R NPA work in support of mass notificaiion systems. During a terrortst <br />event, il is imperative to quickly and clearly get life-saving information and instructions to the public. Mass <br />notification system messaging will give out current information, tell people what to do to be safe. where to go <br />to be safe, and/or what dangers to look out for, <br />Project partners include partners throughout HL$ Region 7 (Chelan, Grant, Douglas, Kittitas, and Okanogan <br />Counties), HLS Region B (Benton, Franklin. Klickitat, Walla Walla aad Yakima Counties), as well as the <br />general public that receive the messaging. Community engagement through a variety of methods <br />encourages the public to sign up for the services. <br />There are two key challenges to this project: (1)effectively addressing limited English proficiency (LEP) <br />requirements, and (2) getting the public to sign up for the mass notification alerts. Ways to mitigate these <br />challenges are to engage the state LEP Program Manager for assistance with leveraging community leaders <br />who are known to those with limited English and seeking out community events and opportunities to educate <br />about the mass notification systems. <br />Pro1ect success will be measured by (1) the number of new registrations for the mass notification systems, <br />and (2) through evaluating real time data from annual tests and actual activations to identify the percentage <br />of participants reached and the percentage no longer "in service". <br />A project manager will ensure oversight of grant expenditures throughout the grant life cycle" <br />The project outcome is an informed public after a terrorist attack, <br />$OLUTION AREA <br />PLANNING ORGANIZATION EQUIPMENT TRAINING <br />DH$-FEMA'HSGP-SH$P'FY24 Page 44 of {8 <br />EXFRCISE TOTAL <br />Kittitas Counly, 825-224
